1. Executive Summary Emergency medical services is one of the critical health services programmes within provincial health services. Its main function is to respond and provide medical services in acute or life- threatening conditions or injuries. In recent years the provision and delivery of these services has drawn much media and public scrutiny in the province ever since the South Human Rights Commission published its adverse and critical finding on the state of emergency medical services in the province in 2016.
