The advice and support is customised for the public sector, and aims to build the capacity of government institutions to deliver services. A capable state requires institutions and infrastructure that enable the economy and society to operate, and well run and effectively coordinated state institutions will enable society to have confidence in the state.
The IDS unit responds to requests from client departments and offers a consultative service model that incorporates innovative approaches to resolving challenges in public sector institutions.

Institutional development support includes programme and project management, business case development, organisational reviews, policy research and analysis, and diagnostics and evaluations.
IDS assisted the Limpopo Department of Social Development in determining the most feasible option for the appropriate mandate, location, and operating model of the Centre, following the expiry of the service operator contract. GTAC undertook a situational assessment of the organisational status quo, highlighting the key challenges being experienced and developing the problem statement. This involved engagements with a range of stakeholders, including traditional and political leaders, to gain a complete perspective of the operations of the Centre, and allowed for a deepened understanding of the challenges and risks faced by the residents of the Centre, the service operator and the Department.
Various institutional options were identified, followed by a thorough assessment of each viable option, and formulation of recommendations to the department. The report has provided a valuable instrument for the Limpopo leadership to take more informed and appropriate decisions for the future of the Shiluvana Frail Care Centre, and to communicate credibly with stakeholders.
