Why the lights went out: Reform in the South African energy sector

In 2008 South Africa’s lights went out. Problems started in 2005 when damage to Koeberg resulted in power cuts in the Western Cape. This situation continued to deteriorate and in 2007 ESKOM began to turn off the power to areas throughout the country. This case study reflects on reform in the South African energy sector.
