Upgrading the Eastern Cape’s Provincial Roads from Gravel to Surface Roads – Spending Review Report

Inhouse construction has an allocation of 54km roads upgrades (7 projects to the value of R259million) as to the 95.7km to outsourced (9 projects to the value of R403million) The department outsources many of the professional services. The utilisation of inhouse design and contract management capability should be further analysed for effectiveness and efficiencies. This utilisation should also be aligned to what construction works are being implemented in-house and outsourced. The department uses its personnel and plant to upgrade the projects. However, departmental resources are in short supply compared to the number and nature of projects that it upgrades.
