A presentation delivered by Dr. Bangani Ngeleza (MSc., MBL., DBL) on 03 June 2022 as part of GTAC’s weekly webinar series. Early Childhood Development lays the foundation and is core to development of children in South Africa, and as such is one of the most important investments that Government makes in our future generations and the future of our Country as a whole. This webinar gave an overview of the function shift of Early Childhood Development from the Department of Social Development to the Department of Basic Education. GTAC’s technical advisory services were sought by the Department of Basic Education (DBE) in 2019, following their acceptance that the responsibility of Early Childhood Development (ECD) centres would be migrated from the Department of Social Development (DSD) to the DBE, and an ensuing impasse between the two departments regarding whether any of the ECD functions should move or not. This webinar explored the dynamics, roles, responsibilities and execution, also in Provinces, of moving ECD’s from DSD to DBE. The full function was shifted and officially handed over the DBE on 1 April 2022.
