Policy Summary The Department of Public Enterprises (DPE) was established in 1994 as an Office for Public Enterprises to manage the restructuring of state-owned enterprises (SOEs). Following a Cabinet decision in 1999 to accelerate the restructuring of SOEs, Office for Public Enterprises was scheduled as a national government department called the Department of Public Enterprises.
