A reading list in preparation for the 2019 Winter School focusing on fiscal policy and sustainability. These background reading provides a context for the course that will focus on South Africa’s fiscal sustainability – how do we define fiscal sustainability and how do we achieve this in a low-growth environment? In an effort to respond to these issues, we will explore the following three sub-themes: (1) Macroeconomic policy challenges, (2) growth, fiscal efficiency and equality, and (3) fiscal consolidation, risks and liabilities. During the course you will have the opportunity to debate big issues facing fiscal policy: what defines sustainability, efficiency fairness and growth?
