Evaluation of Spending on Security Operations with Department of Correctional Services – Spending Review Report

Executive summary Over the past three financial years (2012/13 to 2014/15), there has been a consistent increase in spending on security operations, despite a steady decrease in staff numbers. A shortage of personnel exacerbates workloads and leads to stress symptoms and burnout on the part of custodial staff. It also adversely affects the way in which guards conduct their duties and interact with inmates. As a result, there has been inadequate attention and compliance with security policy. Inmates are also subject to constant security risks and are not receiving optimal rehabilitative services.
