Infrastructure Financing at the Heart of South Africa’s Growth Agenda
South Africa’s 2026 National Budget sends a clear signal: infrastructure-led growth remains central to the country’s economic strategy. With over R1 trillion committed to public sector infrastructure spending over the medium term, government is placing significant emphasis on the role of infrastructure in unlocking economic activity, strengthening trade, and improving connectivity across the country.
A substantial portion of this investment is directed towards transport and logistics infrastructure — a critical backbone of the economy. Efficient transport systems enable the movement of goods and people, support regional development, and enhance South Africa’s competitiveness in both domestic and global markets. Within this ecosystem, road infrastructure continues to play a vital role, forming the foundation of the country’s logistics network.
As infrastructure delivery accelerates, institutions like the South African National Roads Agency (SANRAL) are central to turning policy commitments into tangible outcomes. Their role in financing and implementing strategic road projects is essential to ensuring that investment translates into real improvements in mobility, trade corridors, and economic opportunity.
To unpack these dynamics, GTAC recently hosted a webinar titled “Infrastructure Development: Expanding SA’s Transport & Logistics Network” featuring Mr Siyabonga Shange, Treasurer at SANRAL. In this session, Shange explores the evolving landscape of infrastructure financing and what it means for the sustainability and expansion of South Africa’s national road network.
With over 15 years of experience in debt capital markets, Shange brings deep expertise to the conversation. His previous role as Director: Debt Issuance at the National Treasury saw him leading key initiatives in sovereign debt management, capital raising, and investor engagement. His work has contributed to strengthening South Africa’s capital markets and supporting sustainable public financing. At SANRAL, he now oversees the agency’s borrowing programme, ensuring that critical road infrastructure investments remain well-funded and aligned with the country’s broader transport and logistics ambitions.
This discussion offers valuable insights into how infrastructure financing works in practice — and why it matters for South Africa’s long-term growth.
