GTAC’s Institutional Development Support unit is working with the Department of Employment and Labour’s Project Management Office (PMO) within the Office of the Director-General, to assist the Department with its reconfiguration and unbundling processes.
This reconfiguration process is a critical step in ensuring that government services are more efficient, accessible, and responsive to the needs of citizens. By carefully mapping existing structures and identifying necessary changes, we are laying the foundation for a more streamlined and effective Department of Employment and Labour. These workshops are not just about restructuring; they are about strengthening service delivery and creating a system that works better for everyone.
The process started with a series of mapping and design focus workshops. These workshops aim to assess the current structures, identify necessary changes, and outline operational models for a more efficient service delivery approach.
Understanding the Reconfiguration Process
The first workshop in the series took place on 26 February 2025 at The Blade in Pretoria. GTAC and the PMO teams engaged with the Corporate Services Directorate, which includes key functions such as Human Resources, Finance, Legal Services, Communication, Risk, and Audit Services. The session provided an opportunity for an in-depth discussion on the anticipated impact of reconfiguration and the necessary adjustments to enhance service delivery.
Key objectives of the workshops
The reconfiguration and unbundling of DEL are guided by specific objectives, including:
- Confirming current functions: Evaluating the existing roles and responsibilities of various DEL directorates and associated funds.
- Identifying change needs: Exploring potential modifications within directorates to align with the unbundled DEL model.
- Detailing service operation models: Defining how directorates will function within the restructured department.
- Developing decentralised support strategies: Creating effective approaches to managing decentralised support structures for the newly configured DEL.
The workshops are structured to facilitate meaningful engagement with Deputy Director-Generals (DDGs), Chief Directors, and Directors, ensuring that key decision-makers contribute to the transformation process. By fostering inclusive discussions, the sessions help shape a service delivery framework that reflects the needs and priorities of all stakeholders.
Focus on service delivery models
A critical aspect of these discussions is the evaluation of current service delivery models, particularly the use of Labour Centres and associated sub-level service delivery sites such as satellite offices, service centres, and mobile Labour Centres. These deliberations will guide the development of a more adaptive and responsive structure, better suited to the realities of a decentralised workforce.
Next steps
The workshops will continue through a series of full-day sessions at various DEL offices, each focusing on different components of the reconfiguration process. As the initiative progresses, dedicated workstreams involving DEL, the Compensation Fund (CF), and the Unemployment Insurance Fund (UIF) will ensure that stakeholder insights and expertise inform decision-making.
Through this structured and collaborative approach we are working towards a well-defined, streamlined, and effective operational model that supports the evolving needs of DEL and its stakeholders. The ongoing engagement will be instrumental in shaping a resilient and service-oriented department for the future.
