Technical spending reviews are in-depth analytical assessments of government programmes aimed at identifying opportunities to improve efficiency, effectiveness, and value for money in public spending. Conducted between 2012 and 2019 by independent consultants and research institutions, these reviews were commissioned by the National Treasury, working closely with departments. They follow a structured six-step methodology and are overseen by a Project Steering Committee that includes representatives from GTAC, the National Treasury, the relevant line department, and other stakeholders. The reviews are subject to rigorous quality assurance processes to ensure the credibility and usefulness of their findings for policy and budget decision-making.
