Student spending reviews<\/strong> are capacity-building exercises designed to equip officials from the National Treasury, Provincial Treasuries, and Provincial Departments with the skills needed to conduct spending reviews. These reviews follow the same six-step methodology as technical spending reviews but are embedded within a structured learning process, including training and mentoring provided to participants. Topics were selected organically, often based on the interests of participants, the identification of specific \u2018pocket problems\u2019, and the availability of data for analysis. All student reviews were assessed using a dedicated assessment framework developed specifically for this purpose. Most student reviews were presented to senior management of the relevant institutions during formal showcases.<\/p>\n
