Spending reviews play a vital role in building a capable state through empowering and capacitating officials to perform their own evidence-based baseline analyses and costing of government programmes and policies, using the proven spending review methodology. Since 2016 The Public Expenditure and Policy Analysis (PEPA) unit in GTAC has trained public officials at both national and provincial levels on the spending review methodology and to date, they have produced over 200 spending reviews with interesting and useful findings and recommendations.

The PEPA unit, through spending reviews, provides analysis of, and insights into, the performance, cost effectiveness and expenditure trends of government programmes. By implementing spending reviews government departments can enhance expenditure performance, ensure better allocation of resources, improve efficiency and effectiveness within programmes and policies and identify opportunities for savings and efficiencies.

Every year GTAC’s PEPA Unit hosts a conference to share insights, learning, challenges, and opportunities that emerge from the spending review process.
