FUNDING FREE BASIC SERVICES THROUGH THE LOCAL GOVERNMENT EQUITABLE SHARE: A CASE STUDY OF THE CITY OF TSHWANE METROPOLITAN MUNICIPALITY

Water, electricity, sanitation, and refuse removal are provided as Free Basic Services (FBS) to indigent South African households falling below the qualifying income threshold and registered with the municipality in which they reside. This study investigated FBS funding through the Local Government Equitable Share intergovernmental grant, using the City of Tshwane Metropolitan Municipality as a case study.
