The Government Technical Advisory Centre, or GTAC, is an agency of the National Treasury, established to provide advisory services, programme management and development financ​e support to improve public finance management, support high-impact government initiatives, facilitate employment creation and strengthen infrastructure planning and delivery to the National Treasury, Centre-of-Government departments and other Organs of State. It is a government component in terms of the Pu​blic Service Act, with a central mandate to assist organs of state in building their capacity for efficient, effective, and transparent financial management with the following functions:​

Technical consulting services Specialised procurement support for high-impact government initiatives Advice on the feasibility of infrastructure projects Publications and communication of knowledge productsReviewing Expenditure and Performance

In undertaking its advisory and project management support activities, GTAC draws on core funding provided by the National Treasury and co-funding by international donor partners, while also partially recovering professional service costs from client departments or entities.

 

 
















GTAC’s long-term strategic intent is to provide a centre of excellence in policy advice and public finance management, in partnership with academic and research centres focused on public sector management and training. Within the context of government’s National Development Plan and medium-term strategic framework, GTAC seeks to contribute to building a capable and development-oriented state, while also strengthening capacity to work with the private sector in promoting growth, employment, infrastructure investment and public service delivery. Transaction Advisory Services:
Support for major infrastructure procurement projects, public-private partnerships and service delivery improvement programmes, including project conception and registration, transaction process support and legal and financial advice.

Capital Projects Appraisal:
The Capital Projects Appraisal unit in GTAC provides specialised analytical support to National Treasury for the assessment of proposed large infrastructure investments. This analytical support includes infrastructure planning support, capital projects appraisal, network industry analysis and regulatory advice, including energy, transport, water and sanitation and communications sector specialists.

Technical Consulting Services:
Technical Consulting Services offers advisory and project management support to government departments and Organs of State in the three spheres of government. Thematically we focus our support on economic development initiatives, regional and local development and employment and competitiveness promotion. We also support service delivery improvement and policy development in education, health care, social security and welfare services, including public-private collaboration initiatives. ​​
GTAC also assists municipalities with improving their financial management, support local development planning, and enable public-private partnerships in human settlement development. Related to this are our public management and organisation development capacity building programmes, where we empower our public sector clients. Using proven methodologies, guidelines and public sector capacity building training programmes we enhance their organisational and leadership development, as well as their project and programme management capacity.

Public Expenditure and Policy Analysis:
Performance and Expenditure reviews are done to analyse and evaluate the performance of leading policy initiatives with the aim to facilitate greater value for money in government expenditure. Planning, budgeting, reporting and monitoring of service delivery, capacity building in public economics and public finance management.​

B​uilding c​apacity in public finance m​anagement is essential if we are to accelerate development and improve service delivery. I expect big things of GTAC – a portfolio of technical support and advisory projects that has real impact, sound advice on major capital projects, innovative contributions to job creation, and support for private investment in public services and infrastructure.
