GTAC is an agency of South Africa’s National Treasury, and was formally established in March 2012. GTAC provides advisory and technical consulting services to South African organs of state, and contributes to public service research and capacity building.

 
 

Our vision is to be ‘a creative centre of excellence in public sector support, promotes learning and co-operation for improved financial management and service delivery’.  

Our mission is to ‘provide analytical, advisory, institutional development and programme management support to public sector institutions to better manage and implement their mandates and consequently improve their quality of spend’.

Over the next five years, the unit intends to expand its offering to focus on enabling, solutions-driven business for entities wishing to explore and structure PPP opportunities and to strengthen private sector interest in PPPs. The longer term aim is to become a dynamic and sustainable centre of excellence for PPPs.[/tile]

Appraisals help to determine the likely economic and financial viability of proposed mega-investment projects, particularly where financial support is being requested from the fiscus. Over the next five years, it aims to become a ‘rapid response’ unit, which produces high-quality, technically sound advice, and is a well-considered advisor of choice to the National Treasury on infrastructure investment matters.[/tile]

The technical work includes comparative analysis of delivery models, change management interventions, and strategic and operational support. Over the next five years, the unit aims to grow the number of clients it supports and become the first port of call for its clients.[/tile]

Its performance expenditure reviews (PERs) involve the scrutiny of expenditure and programme performance data, using a rigorous methodology through which to quantify, assess and improve the cost-effectiveness of public policy decisions.[/tile]

GTAC’s advisory and professional support services are based on three broad principles:


Client-focused and demand-driven programmes:

Advisory and technical support responds to client needs and respects the ownership and accountability for services of the responsible organs of state.

Diagnostic and management tools adapted to the need of the public sector:

Advisors and support staff use management tools, methods and practices rooted in South Africa’s legal and institutional frameworks to undertake and support projects, while drawing on experts in public sector practice.

Capacity building through partnerships and learning by doing:

GTAC’s approach is underpinned by a pragmatic and problem-solving approach to project support. It builds capacity through learning by doing and transferring skills through partnerships with other centres of expertise.  

How are our services funded?

 
In undertaking its advisory and technical consulting activities, GTAC draws on core funding provided by the National Treasury and co-funding by international donor partners, while also partially recovering professional service costs from client organs of state.

Institutional arrangements

As a government component and agent of the National Treasury, GTAC forms part of Programme 8 of the Treasury vote: Technical Support and Development Finance, and provides a coordinating office for that programme. Programme 8 provides advisory services, programme management and development finance to improve public financial management, support high-impact government initiatives (including the 9-Point Plan), create jobs, and strengthen infrastructure planning and delivery. It provides this support through five subprogrammes: the Government Technical Advisory Centre (GTAC), Local Government Financial Management Support, Urban Development and Support, Employment Creation Facilitation, and Infrastructure Development Support.

  • The Public Expenditure and Policy Analysis unit delivered provincial training on the Baseline Assessment and Costing of New Policies in the Eastern Cape, Mpumalanga and Limpopo Provinces.
  • The Municipal Finance Improvement Programme’s capacity building interventions, are practical on-the job upskilling, responsive to the identified needs, of financial management practitioners at provincial treasuries as well as at municipalities. 1 434 capacity building sessions were completed, with 9 716 officials capacitated.
  • The Technical Consulting business delivered an options report for the CoJ and JDA to incentivise the private supply of affordable rental accommodation in
    the Johannesburg inner city.
