Shahid Khan


Shahid Khan

Mr Shahid Khan is GTAC’s new acting Head and joins GTAC having held various senior positions at the National Treasury over the past eighteen years, including that of Chief Operating Officer, Head of Ministry and Director of Parliamentary Services. For the past eight years he has been seconded by the National Treasury to work abroad as Executive Director at the African Development Bank. He holds a Master’s Degree in Economics from the School of Oriental and African Studies at the University of London.

Subethri Naidoo


Subethri Naidoo

Subethri Naidoo is a senior manager in GTAC overseeing the Strategy, Management and Communications Unit. She holds a degree in teaching and a Master’s degree in Public and Development Management from the University of the Witwatersrand. She held the position of media liaison advisor in the Gauteng Education Department; and then spent time as an interim local government councilor before the first democratic local government election. She served as a transformation manager in the office of the chief executive of a metropolitan municipality for two years after the new municipalities were demarcated.

Najwah Allie-Edries


Najwah Allie-Edries

Najwah is head of the Jobs Fund. The objective of the Jobs Fund is to co-finance projects by public, private and non-governmental organisations that will significantly contribute to job creation. Najwah has worked extensively in the public sector, focusing on executive and strategic leadership, organisation transformation, and the introduction of policies, processes and practices to promote sustainable business.

Ronette Engela


Ronette Engela

Ronette Engela is head of the expenditure analysis and public finance management function in GTAC. The unit undertakes programme performance and expenditure analysis of leading government policy initiatives, with the objective of identifying options for greater value for money in public expenditure on the one hand, and budget planning and reporting on the other. Prior to joining GTAC, Ronette was a Deputy Director-General at the Department of Planning, Monitoring and Evaluation in the Presidency.

Nicky Prins


Nicky Prins

Nicky Prins is head of the Infrastructure and Capital Projects Appraisals Unit. The unit assesses large public infrastructure investments in order to advise the Treasury on the economic implications of different options and possible funding routes. She is also responsible for chairing the Task Team on Private Sector Financing of Infrastructure, which was formed between the South African Government, the private sector and labour early in 2013.

Tumisang Moleke


Tumisang Moleke

Tumi Moleke is head of the Public Private Partnership (PPP) Unit within GTAC. He has been with the PPP Unit since 2005. The unit provides technical assistance and support to institutions undertaking large and complex transactions. The functions include planning support, feasibility studies, procurement and negotiation support. Project management and commercial project structuring are Tumi’s areas of specialisation.



Markus Rautenbach


Markus Rautenbach

Markus Rautenbach is the head of finance overseeing the financial and management accounting functions in GTAC. He joined the National Treasury in 2008. Markus passed the qualifying examination of the Public Accountants and Auditors Board in 1996, where he obtained his CA(SA). He completed his articles with Kessel Feinstein in 1997.

Emmanuelle Gille


Emmanuelle Gille

Emmanuelle Gille is a senior manager in the Technical Consulting Services area of work. She manages the project environment across GTAC to ensure adequate systems, processes, monitoring and reporting. Emmanuelle worked in project management in several countries before settling in South Africa in 1995 and joining National Treasury in 2011. She holds a Master of Management degree in Public and Development Management from the University of the Witwatersrand.
