LINDIWE NDLELA
Lindiwe Ndlela is GTAC’s Acting Head. Lindiwe has worked in local government policy research and programme management since 1995. Her experience includes managing a consulting firm, where she led teams on projects such as infrastructure development, intergovernmental relations, governance and institutional development. Lindiwe holds a Master's Degree in Local Governance and Development from the University of the Witwatersrand. She joined GTAC in May 2017.

Subethri Naidoo
Subethri Naidoo is the
Chief Director overseeing the
Strategy, Management and Communication unit. She holds a Degree in Teaching and a Master's Degree in Public and Development Management from the University of the Witwatersrand. Her earlier positions include media liaison advisor in the Gauteng Education Department, interim local government councillor (before the first democratic local government elections), and transformation manager in the office of the chief executive of a metropolitan municipality after the new municipal demarcation.

Markus RAUTENBACh
Markus Rautenbach is the Chief Director of the Finance unit, overseeing the financial and management accounting functions in GTAC. He joined the National Treasury in 2008. Markus passed the qualifying examination of the Public Accountants and Auditors Board in 1996, where he obtained his CA(SA). He completed his articles with Kessel Feinstein in 1997.

Ronette ENGELA
Ronette Engela is the
Deputy Director-General:
Public Expenditure and Policy Analysis. The Public Expenditure and Policy Analysis unit undertakes programme performance and expenditure analysis of leading government policy initiatives, to identify options to increase value for money in public expenditure and improve budget planning and reporting. Before joining GTAC, Ronette was a Deputy Director-General at the Department of Planning, Monitoring and Evaluation in the Presidency.

Boitumelo MASHILo
Boitumelo Mashilo is the Chief Director overseeing the Capital Projects Appraisals unit of the Government Technical Advisory Centre. The unit assists the National Treasury in its review and assessment of large and complex public infrastructure investment proposals and feasibility studies, to ensure value for money, affordability and efficiency in infrastructure expenditure. Boitumelo also chairs a Task Team on Private Sector Financing which brings together government, business and labour to explore issues within the financing and operational environment that could be unblocked so as to facilitate private sector investment in public infrastructure projects.
He holds a Master's degree in Economics from the University of Pretoria. He joined the National Treasury in 2009 as a senior economist and has held a few other positions in the public sector before joining GTAC in 2015.

Tumi MOLEKe
Tumi Moleke is the
Chief Director overseeing the
Transaction Advisory Services and PPP unit in GTAC. He has been with Treasury's PPP unit since 2005. The unit provides technical assistance and support to institutions undertaking large and complex transactions. The functions include planning support, feasibility studies, procurement and negotiation support. Project management and commercial project structuring are areas of specialisation.

His earlier positions include Commodity Leader and Governance Risk & Compliance Specialist in the South African Revenue Services. Prior to joining the public sector, he held various senior positions in the automotive sector. He is a registered full member (MCIPS) of the Charted Institute of Purchasing and Supply and is a seasoned supply chain specialist by profession with vast experience in logistics and procurement management.

Ezré Stokes is the Acting Director overseeing the Human Capital Management and Corporate Services unit. She holds a Bachelor of Commerce degree in Industrial Psychology and HR Management, and a Bachelor of Commerce Honours Degree in Business Management from the Nelson Mandela Metropolitan University, and Master of Commerce degree in Business Management from the University of Johannesburg. She is currently also the Deputy Director: Human Resources Administration and her earlier positions include HR Specialist: Organisational Development in the National Treasury. Ms Stokes joined the National Treasury as a Graduate Intern in Human Resources Management in 2012. She is a registered member of the South African Board for People Practices (SABPP).

Johnson Matshivha is the Acting Chief Director overseeing the Municipal Finance Improvement Programme (MFIP). The overall objective of the MFIP is to facilitate sustainable improvements in local government financial management through the provision of targeted technical support to National Treasury, Provincial Treasuries and Municipalities. He is currently the Director Technical Support responsible for SCM & Municipal Support within the MFIP.Johnson has worked extensively in various government departments and municipalities as well as having worked for government agencies like Competition Commission and Development Bank of Southern Africa (DBSA).
